Burke County adopts resolution to centralize plat review with county staff; municipal zoning unchanged

Burke County commissioners on Sept. 15 adopted Resolution 2025‑30 to centralize technical plat review — the statutory survey and plat completeness checks — with county community development staff while municipalities would continue to handle local zoning and watershed compliance.
Alan Blind, deputy manager and planning director, told the board the change aims to ease duplication by having county staff verify survey certifications, owner signatures, title block elements, deed references and other statutory plat components. Blind said four county reviewers will handle the plat work, with register of deeds staff designated as backup reviewers.
If implemented, the county will begin a phased rollout Oct. 1 and complete the transition by Jan. 1, 2026, Blind said. The board adopted the resolution by a unanimous vote.
Officials said the consolidation is administrative: it does not alter municipal authority over zoning approvals or watershed permits, which will remain with individual towns. Staff will provide a report to the board if adjustments to procedures are needed during the phased implementation.
