Commissioners approve Northstar Landing final plat for 125-lot subdivision

County planning staff told the board that the Northstar Landing subdivision meets platting requirements with changes since initial approval: the development was reduced from 144 to 125 lots because eight steep lots were converted to common area or aggregated with other lots. Staff reported that roads, stop signs, fire hydrants and weed-control measures are in place, and that a traffic-impact analysis and fuels-reduction work have been completed.
Staff noted a remaining condition requiring a special-use permit from the Forest Service for one access and a perpetual road-surfacing agreement addressing dust; staff said they were satisfied those issues had been addressed or would be completed. Parkland dedication did not meet the full acreage requirement, so the developer has provided a cash payment to the Eureka Park district (staff estimated about $3,600) to make up the difference. Commissioners who visited the site expressed concern about the Douglas Hill Road/Highway 37 intersection and said the state may need to be engaged on that matter.
A commissioner moved to approve the final plat; a second supported the motion, and the board voted to approve the final plat. During public comment a resident (Larry) said there was no comment from the annex and that site work — including the dumpster area — was being finished. The clerk/recorder was directed to total recording pages and notify the developer of recording fees.
