Burke County adopts zoning change to allow temporary dwellings, aimed at disaster recovery and construction needs

Burke County commissioners voted 5–0 on Jan. 21 to adopt a zoning text amendment allowing temporary dwellings, including RVs and campers, under a regulated program tied to building permits and inspections.
Alan GL of Community Development said the change responds to housing needs following Hurricane Helen and to residents who need temporary on‑site housing while building or repairing homes. Staff reported that about 160 households in the county were receiving FEMA‑provided housing assistance as of mid‑November.
The text amendment adds definitions for temporary housing and ties placement to a building permit, safety inspections and a renewable six‑month authorization in some cases. Officials said the amendment also may help some property owners stay on their lots during construction and reduce theft of on‑site materials while homes are being built.
The board adopted the ordinance and consistency statement by unanimous vote and instructed staff to implement the permitting process described in the ordinance.
