County awards $164,196 seal‑coating contract to Blacktop Services; engineer’s estimate far lower

Blackhawk County supervisors approved awarding project L7527 (seal coating in various county locations) to Blacktop Services of Humboldt, Iowa for $164,196 during the June 2 meeting.
County engineer Kathy Nicholas reported that four bids were opened, recommended the lowest responsible bidder Blacktop Services and noted the award is under the engineer’s budget and the county’s FY27 budgeted amount of $275,000 from the local option sales tax account. She also said the engineer’s estimate had been $26,492.
Board members asked questions about prior performance and contract administration; the engineer said Blacktop Services has completed county work previously and administrative steps (contract, bond, and insurance) will be completed before work begins. The chair directed the engineer to sign the contract and to place the contractor’s bond and insurance certificate on file.
Kathy also provided updates on other pavement projects: Aspro is finishing mainline paving on Donald Street with shoulders and rumble strips to follow; Raymond Road millings are scheduled with mainline paving projected to start around June 15.
The board approved the contract award by roll call.
