Staff cautioned that converting parcels between GC and MRC can have practical consequences for property owners: a residential structure in a parcel rezoned to commercial or otherwise changing use status may be grandfathered while it remains occupied, but if it is destroyed or substantially damaged (roughly the 50% replacement threshold referenced in the discussion) rebuilding rights may be limited until the mapping is changed again.
Commissioners discussed examples raised in the workshop — a house burned on Airport Road and later was rezoned commercial, creating complications for rebuilding and insurance — and instructed staff to ‘cherry‑pick’ parcels: keep established commercial tax‑assessed businesses (cited examples included Safeway, the pharmacy and Ace Hardware) as GC and propose MRC for predominantly residential lots. Staff said they would prepare the outreach map accordingly and present the proposal at the commission public hearing; if commissioners change their recommendation after public comment, that adjustment will be made before forwarding a recommendation to council.
The mapping proposal will be included in the public notice for commission hearing and later considered by council. Because mapping changes are typically adopted only during the annual comp‑plan update, staff said any effective mapping revisions are likely to align with that annual schedule.
