Officials: Harrison Phase 2 wastewater project clears wetlands concern; letters to tribal offices to be corrected

County staff described the environmental review and schedule for the Harrison Phase 2 wastewater project and requested the board approve revised notification letters.
Craig, a county staff member, told commissioners that the environmental assessment requires a set of letters to state, local, federal and tribal entities and that the original letters mistakenly referenced Rural Development funding instead of the Community Development Block Grant (CDBG). "The only difference between the original letters that were sent out several months ago and the letters that you have before you is the fact or is that they reference the CDBG grant, not the rural development funding," Craig said, asking the board to approve reissuing the corrected letters.
Craig reported the wetlands delineation study is complete and "we found that the pivot area which is where the effluent will be sprayed does not impact wetlands." He said staff expects to wrap up design, submit plans and specifications to the Department of Environmental Quality by the end of the month, begin bidding in July, and start construction in late summer with completion expected in mid-2027. He also reported that Phase 1 work by COP Construction is expected to finish by the end of the month.
Commissioners had no substantive objection and voted to accept the direction to resend the corrected letters and proceed with project scheduling. Staff noted that tribal historic-preservation offices and other agencies will be contacted as required by the environmental review process.
Next steps: staff will resend corrected letters referencing CDBG funding, submit plans and specifications to DEQ, and post procurement documents for bidding in July.
