Staff noted the drafters expected there was time before major work begins (no immediate construction was scheduled) and that the doubled access-to-state-owned-land fee included in the draft would likely be removed. Commissioners advised flexibility where site constraints prevent installing a full 60‑foot approach and asked staff to refine curb and approach specifications in the written materials.
