Harrison County commissioners approve line-item transfers, personnel reclassifications, contracts and tax-sale resolution

Harrison County Commissioners Court approved a series of routine fiscal and administrative items at its Oct. 22 meeting, including budget transfers, personnel reclassifications, contracts and a resolution to resell tax properties.
Motions carried unanimously on a set of routine items: two line-item transfers were approved; approval was given for county bills as presented; and payroll for Oct. 11, 2024 was approved. The transcript as read during the meeting did not clearly state the exact dollar amount for the regular bills; that amount is therefore not specified in this report.
The sheriff's office accepted a $400 donation from David M. Thomas to be used for the Harrison County Sheriff's Office K9 program. The court also approved an agreement (Q35077N1) with Magnet Forensics for digital forensic software and access tools; the agreement was listed in the meeting materials as $14,323 and includes training vouchers, which staff said had been budgeted.
The court approved routine interlocal and program agreements including the county's annual interlocal with Texas State University to conduct controlled buys and follow-up at tobacco retail outlets and an interlocal cooperation contract with the Texas Department of Public Safety to assist the courts with a failure-to-appear program.
Personnel actions included reclassifying a jail sergeant into an administrative/compliance sergeant role to support jail standards and inspections, promoting Grant Coordinator Sergeant Dwight Mays to lieutenant, and moving courthouse security officer Karen Reese from a jailer pay step to deputy pay (the transcript listed Step One Deputy pay as 5196.35). County leaders noted the jail recently passed inspection with zero deficiencies.
Other approved items: a budget amendment transferring $1,121 from the District Attorney's forfeiture account to general operating to cover a floating attorney position; ratification of an extension of the outdoor burn ban to 90 days effective Oct. 16, 2024; approval of airport liability insurance for the 2024–25 term; two month-to-month T-hangar leases (Jeff Cyer and Rick Petett); and bonds (two $100,000 bonds) for Elizabeth Cook as Harrison County Tax Assessor-Collector, effective Oct. 14–Dec. 31, 2024.
Court deferred item 11 (health plan review) until the next meeting so a representative (George Harmon) can attend. All recorded votes in the meeting were unanimous, recorded as 5–0 in favor.
