County Auditor Miss Haynes told the Harrison County Commissioners Court on Oct. 22 that the county will begin using a Tyler Technologies purchasing portal to streamline requisitions and purchasing approvals.
Haynes said the portal will go live for the sheriff's office and the Road & Bridge Department once line-item transfers are approved: "we are going to go live with the sheriff's department and the Road and Bridge Department." She explained the system issues an immediate requisition or PO number when a department submits a request, removing the need for purchasing staff to key requisitions from email submissions.
Haynes told the court departments will need to enter vendor and cost information directly into the portal and that the system contains a budget control that will not allow submission of a requisition that would exceed an approved budget: "if they do not have the budget for it they will not be able to submit a requisition for that item because it will not allow them to go over budget." She said the functionality already exists in the county's Tyler implementation and that the county did not pay an additional fee for this module beyond existing Tyler expenses.
Commissioners asked about testing, training and other Tyler modules the county may be able to use; Haynes said she is exploring additional Tyler functionality such as HR modules and plans to provide instructions and online reports to departments through the portal.
County staff asked departments for patience during rollout as the county configures approval paths and provides training.
