Steele County approves letters of support for JDA community center and authorizes pursuit of CAD grant writing

Steele County commissioners and the Steele County Park Board voted Jan. 6 to provide a letter of support to the JDA for a proposed community-center grant and to allow staff and partner organizations to pursue grant funding for a Computer-Aided Dispatch (CAD) system for regional dispatch.
Members reviewed plans for the community-center addition and approved a motion to send a support letter for the JDA’s grant applications. The motion was made, seconded and recorded as carried with one recorded opposition.
Separately, a presenter identified in the packet as Ben described a CAD system planned for dispatch operations. He said the Sanford foundation (referred to in the packet) had offered to assist the dispatch center by preparing grant applications at no charge. Ben described CAD as a system used widely by highway patrol and many departments to allow officers and dispatchers to track incidents and to reduce repetitive radio calls by providing an on-screen, integrated view of calls, resources and records.
Staff described a preliminary cost range of roughly $150,000 to $250,000 depending on numbers of users and licensing, noted there would be an ongoing annual cost (amount not finalized) and said the grant under consideration awards in June. Installation and full onboarding were estimated to take about a year. Board members emphasized that authorizing grant pursuit does not obligate the county to accept the system; any purchase or contract would return to the board for approval.
The board voted to authorize staff to support grant-writing efforts and to provide the requested support letter for the JDA. Both motions carried with one recorded opposition.
Next steps recorded in the meeting: staff will work with the JDA and Sanford-affiliated grant writers to assemble application materials and will return to the board with firm cost estimates and any contract or maintenance obligations before final approval.
