Commissioners approve EMA distribution plan; sign-on for cooperative purchasing also approved

Lincoln County commissioners adopted the county’s Distribution Management Plan (DMP) and approved enrollment of the county Emergency Management Agency in federal cooperative purchasing / government surplus authorities.
An EMA staff member told the board the DMP was posted for public comment and no public comments were received; signing the plan keeps the county in compliance with the Emergency Management Performance Grant (EMPG) requirements. The same presenter also described filing a notice of intent to apply for a hazard-mitigation scoping grant for a Courts Creek River Road project but said available funding is limited and that the county needs an updated cost estimate before a full application can move forward.
The EMA update covered several facility and readiness issues: a state Homeland Security grant application to replace the EOC generator remains pending; contractors inspected the radio building floor and reported the repairs should be manageable without relocating equipment; and staff are working on training and joint information center (JIC) coordination to address interagency confusion observed during recent exercises.
Earlier in the meeting commissioners also approved a motion to enroll the Lincoln County Emergency Management Agency in federal cooperative purchasing and government-surplus programs to facilitate timely purchases of equipment and disaster supplies.
The board moved to accept the DMP and the enrollment request and approved both by voice vote; staff will collect signatures from local entities and the county mayor where required.
