Officials emphasized that the CDBG funds must be used for operating costs and that the distribution and reimbursement schedule depends on reconciliation and municipal contributions.
Staff said no municipality has yet provided construction funds to the county and that reimbursements would follow the established processes if construction grants are later awarded. The meeting record shows the county is coordinating with municipalities, and commissioners plan to meet with city managers and mayors to finalize cost-sharing and scheduling.
On the construction timeline, staff said subcontractor scheduling and permitting are still being worked out; they gave a target window of around Nov. 15, 2026, with the possibility of completion slipping to Dec. 1, 2026. Commissioners warned there could be a lag between final construction and occupancy because of equipment, records moves and other logistical issues.
