Cameron County commissioners approve proclamation, contract and several resolutions

The Cameron County Board of Commissioners approved a package of routine but consequential items Thursday, including a contract award for accessibility work, a proclamation recognizing National Disability Employment Awareness Month and several resolutions and intergovernmental agreements.
The board voted to award a contract to Moyer Building and Remodeling for a wheelchair lift project at the Moyer building in the amount of $72,560. The motion to approve that contract was moved and seconded and carried on a voice vote.
Commissioners also approved a proclamation naming October as National Disability Employment Awareness Month, acknowledging the work of employment support services and a related Oct. 21 observance in Ridgway that staff described earlier in the meeting.
On emergency management policy, the board approved promulgation of the Cameron County Emergency Operations Plan and formally named Blaine Manionel as the county’s emergency management coordinator and added the coordinator to EMA distribution lists.
The board adopted Resolution 2025-9 authorizing submission of the 2025 Community Development Block Grant (CDBG) entitlement application, and adopted Resolution 2025-10 authorizing Cameron County to join the Pennsylvania county health insurance purchasing cooperative. Commissioners then approved the intergovernmental cooperation agreement tied to the new vendor for the county health insurance plan.
The board also approved memoranda of understanding to establish a Cameron County Housing Partnership involving Northern Tier Community Action Corp., CCED (Cameron County Economic Development) and the Cameron County Ministerial Association to support a state fair-fund application, and approved a separate MOU for the "Rams of Hope" partnership that covers a portion of budgeted funds for that program. Commissioners signed letters of support for Northern Tier Community Action’s fair application.
Most items were handled as motions without extended debate; staff described next steps for submission deadlines or contract execution where applicable. The board recessed to 'good of the order' and adjourned at 11:42 a.m.
