Cameron County rejects recreation center bids after prices exceed grant funding

Cameron County commissioners on the floor Thursday opened three bids for a planned renovation of the county recreation center and then voted to reject the submissions after staff said bids exceeded available grant funds.

The board heard bid amounts reported during the meeting that ranged from about $425,000 to more than $600,000; one bid included an alternate pricing line of $11,259. The project had originally been scoped around a $430,000 Pennsylvania Downtown and Community (PBDA) grant allocation, and staff told commissioners the current proposals exceeded that budget.

"All the bids are substantially over the budget," a staff member said during the discussion. The staff member told the commissioners the bids as received would require rescoping or seeking additional funds before a viable contract could be awarded.

Commissioners discussed options including rejecting the bids outright and resubmitting a revised request for bids, narrowing the scope to lower-cost materials, or identifying supplemental funding. A motion to reject the bids and rescope the project, made at the recommendation of the project manager, was moved, seconded and carried.

The board directed staff and the project manager to review the project specifications, recommend a revised scope that fits available funding, and prepare the project for rebid. A commissioner said the goal is to speed the process so the county does not fall further behind the PBDA schedule.

Next steps listed by staff included producing a corrected scope for review and, if necessary, moving to a formal rejection and rebid at the subsequent meeting cycle so the county can pursue either alternative construction approaches or supplemental funding.
