State reviewers call Daniels County CDBG CIP application strong but suggest clarifications; CATAP offered as backup

State officials reviewed Daniels County’s CDBG application for a capital improvements plan (CIP) during the Jan. 20 meeting and described the county’s application as strong but in need of more detail on urgency, long‑term implementation and letters of support.
Laura, a Department of Commerce planning specialist, told commissioners the application’s main shortcomings were a need to better explain urgency, provide a timeline showing the CIP would be actively used, and supply at least one formal letter of financial commitment or community support. Laura said the application "was actually very, very, very strong" but noted the round was highly competitive and applicants who demonstrated immediate public‑health or safety urgency scored higher.
Jacob Cody, who represents the state’s Community Technical Assistance Program (CATAP/CAP), outlined an alternative: the state-run technical assistance program can help communities that lack capacity to complete planning documents. "CAP is a catch‑all for technical assistance or community assistance in planning‑related projects," Jacob said, and staff described a rolling request process for assistance when communities need help outside formal grant windows.
County consultant John Bo (Interstate) and county staff said they had resubmitted the CIP for the second CDBG round and requested the scoring notes. State staff agreed to provide review notes and follow up about whether manager approval could allow late letters of support to be added to the recent submission.
