County awards several contracts; some bids deferred for clarification

At its June 11 meeting, the Lincoln County commission approved several procurement actions and deferred two items pending clarification.
Troy Library HVAC: Commissioners accepted the low bid from Columbia Mountain Mechanical to install a ductless heat pump system at the Troy Library for $11,332.63 to be paid from PILT funds. The board approved the award by voice vote.
Printing and display advertising: The county awarded county display advertising and related print advertising work to the Kootenai Valley Record (bid as presented). A separate county commercial printing bid was deferred for clarification of submitted pricing details; staff will contact the bidder for additional information and return the item to the agenda next week.
Asphalt and gravel: For hot-plant asphalt, the board accepted Granite Concrete Products’ bid at $72.90 per ton. For gravel crushing and stockpiling, commissioners awarded the contract to Noble Excavating after reviewing alternate locations, mobilization and per-yard pricing options with district staff.
Gasoline/diesel procurement: Staff said the existing bid packet was confusing to vendors and that the county will reissue a clearer solicitation; the gasoline/diesel award was not opened or finalized at this meeting.
The commissioners discussed timing, mobilization and the effect of location on bid pricing for gravel and noted that some bidders had submitted nonstandard formats; staff will follow up and deposit sealed bids in envelopes for record-keeping.
Actions: The board awarded the Troy Library HVAC contract to Columbia Mountain Mechanical, display advertising to Kootenai Valley Record, asphalt supply to Granite Concrete Products, and gravel crushing to Noble Excavating, and deferred the gasoline/diesel and commercial printing items for clarification.
