Newton County Commissioners Court voted to award a construction contract for Precinct 1 road and drainage improvements (PR 4332-0144 TX) to Elite Contractors and Equipment of Kirbyville for $225,685. County staff told the court nine bids were received for the project; the low bid from Elite is approximately $51,192.50 under the grant’s $276,877.50 construction estimate. Staff said the company is currently working for the county on another grant project and recommended award based on price and prior performance.
The court recorded a motion and a second and approved the award by voice vote; no roll‑call tally was provided in the record. The contract covers work on County Road 362 in Precinct 1, a road that was reportedly flooded for about a month in the previous April and that has been part of a TDM/DR grant effort dating to 2018.
County staff said the project remains within the grant budget, and the court did not postpone or amend the recommendation. The county indicated routine procurement and contracting steps will follow to finalize the award.
No formal protest, appeal or challenge to the award was recorded during the court meeting. The court moved on to other agenda items after approving the contract.
