Delegation retains Easter Seals funding, adds registry-of-deeds overlap budget despite concern over nonprofit reserves

"We did have some significant debate on the Easter Seals funding," Miller said, describing the discussion and the final decision to keep the appropriation. Representative Kazinski and others pressed why some nonprofits showed large fund balances and raised questions about executive salaries; one member noted Easter Seals executive pay figures cited during presentations and questioned the need for continued county support in light of sizable reserves.
The subcommittee also approved adding approximately $23,238 to the registry of deeds budget so staff overlap can be funded when a long-serving employee retires; members said the extra months of overlap are needed for training and institutional knowledge transfer.
Representatives asked staff to modify future application materials so agencies bring clearer reserves, salary and use-of-funds information to committee hearings. The committee voted on the subcommittee recommendations as part of the executive agenda and scheduled follow-up requests for agency responses.
No formal policy change was adopted beyond the budget recommendations; members asked that the agencies be notified of the delegation’s concerns prior to next year’s hearings so presentations can address fund balance and compensation questions up front.
