Planning staff explained the package includes removal of an obsolete "architectural review" reference in chapter 150, addition of "personal services" to the limited office district, reclassification of some automobile repair and sales uses to special uses, removal of self‑storage as a permitted commercial use in certain districts, and allowance for food trucks as an accessory use in several nonresidential districts (explicitly not allowed as a primary use). The package also adds a new special‑use category for data centers with associated parking requirements, updates signage rules for Main Street, and corrects several typos and definition clarifications.
Staff framed the changes as aligning the zoning code with observed trends and giving the village more control over land uses that have proliferated. "Food trucks not permitted as a primary use," staff emphasized during the presentation, while also noting food trucks would be allowed as accessory uses in certain commercial and institutional districts to support employee lunch needs and special events.
Board members discussed specific provisions — for example, where self‑storage should be allowed, limits on front‑yard requirements, fence setbacks and drainage concerns, and whether automobile services should be permitted only by special use. Staff noted the zoning text amendment process requires a public hearing and that the ZBA must make findings consistent with the comprehensive plan before forwarding a recommendation to the village board.
After discussion, the board moved and voted by roll call to recommend approval of the text amendments package. Staff will prepare required findings and forward the recommendation to the village board for final action.
