Union City Borough Council on June 25 approved a series of financial actions to finalize 2024 paving projects and pursue a bridge replacement grant.
The council voted unanimously to pass a resolution authorizing a $400,000 application to the Multimodal Transportation Fund for replacement of the Willow Street bridge. Councilor Osborn moved the resolution; Councilor Kerns seconded, and the motion carried unanimously.
The council also approved two tax-exoneration resolutions for properties purchased by the Erie County Land Bank (11 Maple Street and 48 Atlantic Street). Councilor Joyce moved the motion; Councilor Steadman seconded and the motion passed unanimously.
In routine fiscal business, the council approved disbursing Liquid Fuels funds toward a Cross Paving invoice totaling $104,740.81, allocating $92,130.00 from Liquid Fuels and $12,610.81 from the general fund (motion by Councilor Steadman; seconded by Councilor Kerns). Council approved applying $15,625 in County Aid to a Suit-Kote seal-coat payment (motion by Councilor Joyce; seconded by Councilor Osborn).
Council approved recommended awards from the ECGRA Renaissance Grant cycle: four applications totaling $17,675 for the 2023/2024 grant period, and carried two applications totaling $9,452.65 into the 2024/2025 cycle (motion by Councilor Joyce; seconded by Councilor Osborn). Union City also reported receipt of a separate $100,000 ECGRA Renaissance Grant during borough manager updates.
The borough authorized transferring approximately $140,000 from the Capital Equipment account to a new PLGIT Checking & Prime account to seek a higher interest rate (motion by Councilor Kerns; seconded by Councilor Steadman). The council also authorized providing 2–3 loads of millings from the 2024 paving project to the American Legion ballfield and approved posting removed playground equipment from Southwest Park for sale on Municibid.
Votes at a glance (actions recorded in minutes): - Resolution approving Multimodal Transportation grant application for Willow Street bridge: mover Councilor Osborn; seconder Councilor Kerns; outcome: approved unanimously. - Resolutions exonerating taxes on 11 Maple Street and 48 Atlantic Street (Erie County Land Bank purchases): mover Councilor Joyce; seconder Councilor Steadman; outcome: approved unanimously. - Liquid Fuels disbursement to Cross Paving ($92,130.00 Liquid Fuels / $12,610.81 General Fund): mover Councilor Steadman; seconder Councilor Kerns; outcome: approved unanimously. - County Aid allocation ($15,625) for Suit-Kote seal-coat: mover Councilor Joyce; seconder Councilor Osborn; outcome: approved unanimously. - Renaissance Grant awards and carryover (four awards total $17,675; two carried totaling $9,452.65): mover Councilor Joyce; seconder Councilor Osborn; outcome: approved unanimously. - PLGIT account authorization (transfer approx. $140,000): mover Councilor Kerns; seconder Councilor Steadman; outcome: approved unanimously. - Millings allocation to American Legion (2–3 loads): mover Councilor Osborn; seconder Councilor Joyce; outcome: approved unanimously. - Authorization to post playground equipment on Municibid: mover Councilor Kerns; seconder Councilor Steadman; outcome: approved unanimously.
Why it matters: The multimodal grant application, if funded, would cover a major local infrastructure replacement and reduce the borough's immediate capital outlay for the Willow Street bridge. The Liquid Fuels and County Aid allocations complete funding flows for the 2024 paving program. The Renaissance Grant approvals and PLGIT account action affect the borough's small‑grant community improvements and short-term investments.
The council recorded unanimous votes on all motions during the meeting. No formal opposition, abstentions or roll-call dissent were recorded in the minutes. The meeting adjourned at 7:21 p.m.; a subsequent executive session on personnel and contracts was held with no public action reported.
