Walton County to cover $772,774 shortfall to fulfill $1.2M pledge for Loganville's O'Kelly Library
Summary
County commissioners agreed to honor a previously promised $1.2 million contribution to the O'Kelly Library in Loganville after finance staff discovered the impact-fee balance was overstated; $772,774 will come from the general fund now and staff will seek reimbursement to the reserve as impact fees are collected.

Walton County commissioners approved a motion to cover a shortfall in the county's committed contribution to the O'Kelly Library in Loganville, ensuring the city receives the $1.2 million the board previously pledged.
County staff briefed the board after the Azalea Regional Library System drew down state grant funding and requested the county's share. Finance review revealed the earlier $1.2 million commitment had been based on the total impact-fee account, not the portion specifically eligible for library projects. County staff said the correct available balance for that fund was smaller than previously reported, leaving a gap of $772,774.
Commissioners voted to make up the difference from the general fund so that "Loganville will" receive the full $1.2 million commitment, Chairman David G. Thompson said. Staff explained the county will track incoming impact-fee revenue and, to the extent future collections allow, will reimburse the reserve over time; staff cautioned repayment timing is uncertain and could take years depending on collections.
The board also approved the accounting approach and directed finance staff to finalize documents required to release the funds.
What happens next: County finance will execute the payment from available reserves and track reimbursement to the reserve fund from future eligible impact-fee receipts.
