County approves $7,800 for animal‑shelter conceptual design to boost grant competitiveness

Lincoln County commissioners voted to spend $7,800 for conceptual design work to support development of a new animal shelter. County staff member Robin presented the request and said the conceptual visuals would help the county raise money and be more competitive for grant funding.
Robin told the board that local architects with animal‑shelter experience were scarce and that Animal Arts specializes in animal‑care facility concepts. "Constructing a new animal shelter is really pretty paramount," Robin said, adding conceptual exterior and interior views would give the county a tool to show potential donors and grant reviewers what a completed project would look like. She said the firm estimated initial conceptual materials could be available in about one to two months.
Commissioners asked about timing, billing and PILT coding; Robin said the work would be billed incrementally as milestones are met and asked staff to ensure invoices are coded to PILT as appropriate. The motion to approve the $7,800 agreement passed by voice vote.
