Strafford County says contractor Hutter will produce warming-center plans; AOT not required

Strafford County officials reported that a contract for a new warming center was awarded to Hutter and that Hutter has partnered with Warren Street to develop construction plans based on the county’s concept. Officials said Warren Street indicated a 6–8 week lead time to produce a set of plans suitable for review by inspectors.

Board members said the contractor expects the project schedule to be shorter than originally presented because the state advised that an alteration-of-terrain (AOT) permit will not be required. County staff said that removal of the AOT requirement should speed the timeline to construction, but they did not provide a revised construction completion date at the meeting.

Members also discussed a women’s-shelter contract that staff said was awarded following an executive session on the 30th; officials told the meeting that contract negotiations took place in nonpublic session and that no further approvals from the delegation were required.
