Harrison County approves routine financial reports, line-item transfers and payments

The Harrison County Commissioners Court on Feb. 12 accepted a set of routine financial reports and approved a series of housekeeping budget motions.
County auditor Miss Haynes presented un-audited November 2025 financials and said the county's fund balance stood at $24,468,235. She told the court that timing of property-tax collections and a $1.1 million Motorola invoice paid in November affected year-over-year variances in public-safety spending.
On a motion by Commissioner Ebarb, seconded by Commissioner Cous, the court approved transfers totaling $20,522 to align the county budget with an adjustment approved by the Texas Juvenile Justice Department. The vote carried 4-0.
The court also approved payment of regular bills totaling $470,294.93 (motion by Commissioner Hatfield), and approved payroll for Jan. 30, 2026. Treasurer Miss Rushing later presented the county's December 2025 investment report, reporting December interest income and balances; commissioners approved that report and authorized it for publication under Local Government Code Section 1114.026.
Other routine actions taken included approval of the treasurer's monthly cash-and-investment totals and the county's quarterly fees remitted to the state for Oct. 1'Dec. 31, 2025. All motions reported in this meeting passed by recorded voice votes of the court and were entered as approved.
