Lincoln County awards MCR planning contract to KMR Consulting

The Lincoln County Board of Commissioners approved awarding a contract to KMR Consulting on April 9 to carry out a comprehensive revision of county subdivision regulations under a Montana Community Reinvestment (MCR) grant.
Planning staff said the project — focused on affordable housing and department efficiency — has a total budget of $29,618, of which just under $24,000 will be paid with grant funds and roughly $5,900 will be provided locally (about half the local contribution expected as in-kind planning staff time). The county issued an RFP and received three proposals; an evaluation committee composed of planning staff, the assistant planner (Alicia Osborne), a land-use specialist and the director of the health department (Kathy Hooper) scored proposals on eight criteria and unanimously recommended KMR Consulting.
Commissioners moved and seconded the recommendation to award the contract to KMR Consulting; the board approved the award by voice vote and staff said the contract will be brought to the board next week for signature.
Why it matters: the update aims to modernize subdivision rules with an emphasis on affordable housing and streamlined processes; staff said community outreach will include a steering committee with public and private stakeholders and that a qualified consultant will perform the bulk of the work.
