CCRPC committee approves personnel reorganization and salary-table revisions, authorizes Executive Director budget flexibility

The Executive/Finance Committee approved personnel policy updates and salary-table revisions at its June 3, 2026 meeting and authorized temporary budget flexibility for FY27 compensation management.
Executive Director Charlie Baker presented proposed changes prompted by the impending retirement of Transportation Program Director Eleni Churchill and staff workload assessments. The reorganization includes creating a Deputy Director position, assigning additional management responsibilities to Taylor Newton, and establishing a Community Development Program Manager role to absorb portions of Newton’s current workload. Updated organizational charts and salary-table revisions — which add hourly-rate equivalents for administrative payroll and billing purposes — were reviewed.
Committee members generally supported the proposed changes. Joe Segale moved to approve the proposed salary-table revisions; Chris Shaw seconded and the motion passed unanimously. Later, the committee entered executive session at 7:05 p.m. to discuss personnel matters and exited at 7:17 p.m. After executive session, C. Shaw moved (seconded by J. Murphy) that the Executive Committee recognize employee achievement and authorize the Executive Director to spend up to 100% of the FY27 salary budget as determined by the Executive Director for staff and as determined by the Executive Committee for the Executive Director. The motion passed with all in favor.
Staff emphasized that the hourly-rate equivalents do not change employees’ exempt status and are intended solely for administrative payroll and billing functions. Members asked that the leadership transition be used to evaluate organizational structure and board training on liaison responsibilities is planned for July.
