The Executive/Finance Committee approved a Section 248 review letter for Green Mountain Power’s revised 45-day notice covering a transmission-line relocation in Burlington and Winooski (case 26-1043-AN).
Taylor Newton presented the revised notice, saying the project would relocate an existing transmission line underground along West Canal Street to connect with an existing junction box near the circulator, coordinated with upcoming Burlington–Winooski Bridge reconstruction. The revised proposal also includes replacement of distribution lines serving the Champlain Mill/Woolen Mill area and nearby properties along West Canal Street.
Staff reported the project is located in a developed urban area and, while agricultural and hydric soils are identified as potential constraints under CCRPC policy, they do not raise concerns for this site. Newton confirmed staff had not received concerns from abutters. Chris Shaw moved to approve the Section 248 review letter as drafted; Andy Montroll seconded and the motion passed unanimously.
The committee’s approval forwards CCRPC’s findings to the appropriate state review process under Section 248.
