Committee member Jeff Carr asked about Journal Entry 66135, which staff said reflected invoicing and expense reconciliation tied to the Transit-Oriented Development RAISE grant administered in partnership with Green Mountain Transit. Staff described the grant as "the approximately $2 million federal RAISE grant awarded in 2022," with GMT serving as a pass-through between CCRPC and the Federal Transit Administration.
Carr also asked about entries linked to the FY2025 Revolving Loan Fund; Cohen said the charges represent staff time allocated to CCRPC’s EPA-funded RLF program. Committee members discussed a journal entry labeled "Equity Policy Advisor," with Carr expressing concern the terminology could draw attention in the current federal funding environment. A.N. Stoner said the title originated from contracts with the Cities of Winooski and Essex Junction and agreed to discuss alternative terminology with those municipalities.
Jeff Carr moved to approve the FY26 third-quarter journal entries; Karen Peterson seconded and the motion passed unanimously.
The committee’s packet notes work on a Lake Forest Condominiums stormwater mitigation project administered through CCRPC’s clean water service provider program; staff described that project as substantial in scope. The committee did not raise further concerns and moved the approved entries forward for Board awareness.
