Newton County Tax Assessor-Collector Melissa Burks read the certification of the 2024 appraisal roll (supplement group three) at the Aug. 13 commissioner court meeting and recommended an anticipated collection rate of 99% for tax year 2024, which the court certified by motion.
Burks explained how supplements and late-filed exemptions can change the total appraised and taxable values during the year and said adjusted monthly roll summaries could be provided to the court. She read aloud high-level totals for the county’s appraised and taxable values and described multiple revisions to the tax-rate worksheets used to compute the no-new-revenue, minimus and voter-approval rates.
During the certification, Burks noted supplements are processed continuously and that the adjusted certified roll — which accounts for supplements and exemptions — is used for tax-rate calculations. She formally read the statement certifying the appraisal roll and then read the certification for an anticipated collection rate of 99% for tax year 2024; the court made and approved the motion to certify that figure.
Why it matters: Certification of the appraisal roll and the anticipated collection rate is an administrative prerequisite for the county’s tax-rate calculations and the 2024 budget process. Commissioners asked for additional worksheet detail and scheduled a workshop to review the tax-rate computations and budget impacts before final rate adoption.
Provenance: Assessor presentation and certification SEG 1299–SEG 1530.
