Lewistown board approves $26,000 pump valve purchase and $28,970 wastewater design task order for bio‑solids project

Lewistown commissioners voted to approve two infrastructure actions: purchase of a replacement globe (GA) valve for the upper water pump station and authorization of Task Order #9 to design solids dewatering improvements at the wastewater facility.
City Manager Holly Phelps said the globe valve—original to a 1996 installation—was no longer functional and the replacement is an identical, working part with an 8–12 week delivery time and a price just over $26,000. The commission approved the purchase by roll call.
On wastewater, the commission approved Task Order #9, a design contract for solids dewatering improvements. Staff said the total construction project was previously estimated at about $1 million; the task order authorizes engineering design and regulatory (DEQ) review work for a dewatering filter and related covered storage and hauling logistics. The recorded design fee in the meeting was $28,970. Phelps said the design work will proceed through DEQ and bidding; because the full construction cost is not currently budgeted, a future budget amendment will be required to fund construction.
A commissioner asked whether existing drying beds would be reused; staff said the design envisions retrofitting and covering some drying beds and using a press to dewater solids for off-site disposal when economical.
Next steps: procurement and delivery of the valve; design work to continue with monthly billing from the engineer; staff to bring a budget amendment for construction funding after design and DEQ approvals.
