Toole County Commission reaffirms leaders, meeting calendar and rules; approves travel rates and appointments

The Toole County Commission met for a short organizational session in which commissioners unanimously approved a slate of housekeeping resolutions for 2026.
Chair opened the session and asked for approval of the Dec. 29 minutes; a commissioner moved the motion and another seconded. The minutes were approved on a voice vote.
The commission then approved Resolution 1-2026, which the chair read as naming Terry Tomche as chair and Marian Harwood as vice chair for 2026. The motion to adopt the resolution was moved, seconded and carried by voice vote.
Next the commission adopted Resolution 2-2026 to set regular meeting dates for 2026. The chair presented the schedule; a motion and second carried the item on a voice vote.
Under Item 3 the chair introduced rules of procedure, including public participation guidelines for meetings and hearings. When a commissioner asked whether the guidelines were new, a speaker replied, “These are the same guidelines that we had last year.” The commission reapproved the guidelines by voice vote.
The body then took up Resolution 3-2026 to set travel and per-diem rates for county employees for 2026. Commissioners noted that state mileage and per-diem figures typically change in January and July and said they had not checked the current rates before voting. The resolution was moved, seconded and approved by voice vote. The commission did not specify updated numeric rates during the session.
Finally, the commission approved Resolution 4-2026 appointing commissioners to represent Toole County on boards and committees for 2026; commissioners said these assignments were the same as last year. That resolution also passed by voice vote.
With no further business, the chair adjourned the meeting.
