DuBois council unanimously appoints Joe Fleming as city manager, approves employment agreement

The DuBois City Council unanimously appointed Joe Fleming as city manager and approved his employment agreement at the June 3, 2026 meeting.

Mayor J. Barry Abbott announced the council’s selection and called for a motion to appoint Fleming effective July 6, 2026. “That’s a unanimous decision to hire Mr. Joe Fleming,” Abbott said after the roll-call vote, which recorded every member in favor.

Council members moved and seconded the appointment (Motion by Mike; seconded by Shirley). Fleming, who addressed the council after the vote, said he was “truly honored” by the appointment and thanked the management team and community members who took part in the search and transition. “I look forward to serving the local council and the people of DuBois,” Fleming said.

The council later voted to approve the negotiated employment agreement for Fleming. The employment agreement was offered and approved by roll call; council members recorded their assent and the mayor congratulated Fleming on the appointment and the approved contract.

Council members and staff repeatedly described the hiring process as deliberate and transparent, saying finalists met with staff and the public during the search. Several members of the public and council spoke in support of the appointment during public comment and board-member remarks.

What happens next: Fleming’s appointment takes effect July 6, 2026. The council did not provide additional employment terms in its public remarks beyond saying the employment agreement had been negotiated and approved.
