The proposal included automatic 5% increases in years two through five, producing a year-five total of roughly $565,210 under the bidder's schedule.
Commissioners did not vote on the contract. The board opened the bid and asked staff for time to review the single proposal and its schedule of service. The chair said copies would be provided to commissioners for more detailed consideration.
Public commenters and at least one commissioner flagged the price escalation and the lack of competing bids as points of concern. Tony Wickham, a resident, urged the county to publish regular progress updates on infrastructure projects and said longer travel times caused by damaged bridges have already strained residents; during the solid-waste discussion he also urged clarity about service days and schedules.
Several speakers urged negotiation on key contract terms, including a fuel-cost adjustment and clarification of which sites receive Sunday or weekend pickups. One commissioner noted the RFP requested the same schedule as the county's current services and that negotiations could address the 5% annual increases.
The county budget for the current fiscal year was cited in discussion as $413,000 for solid waste; commissioners said they will review whether the proposed contract can be accommodated, whether the county can negotiate lower escalators, and whether other long-term alternatives (including local disposal options) should be explored.
Next steps: The board took no immediate action beyond opening the sealed bid. Commissioners plan to review the proposal, seek clarifications and return to the contract later, allowing time for staff analysis and potential negotiation.
