Lincoln County commissioners granted preliminary approval Feb. 4 for Lodge Pole Flats, a three-lot residential subdivision on private land at Pipe Creek, subject to 15 conditions addressing water supply, wildfire mitigation, covenants and other standard subdivision requirements.
Kristen Smith, consulting for Lincoln County, presented the proposal as a "three lot residential subdivision proposed at Pipe Creek," noting each lot will have individual wells and septic systems and that the parcels sit in a wildland-urban-interface area adjacent to Forest Service lands. She summarized technical findings including soils classed as glacial terraces, well production estimates (6to8 gpm), and an 18-month fire-risk analysis recommending fuels-reduction treatments.
The board discussed several conditions, including one requiring confirmation of water supply or cash-in-lieu to allow the Libby Rural Fire District to provide service. Commissioners asked about a lot-size discrepancy (one lot at 4.82 acres versus the covenanted five-acre minimum); staff explained an easement/road accounting resolves the difference. The county required living-with-wildlife provisions in covenants and additional mitigation measures where needed.
Commissioners moved and seconded the motion to grant preliminary plat approval based on the findings and conditioned on the listed requirements. The motion passed by voice vote and the county will notify the applicant of the conditions and next steps for final plat submittal.
What happens next: the applicant must meet the 15 conditions before final plat approval can be considered; the county will require documentation of water supply arrangements and the fire district agreement or cash contribution as specified in condition 7.
