Lincoln County approves consent items: roof maintenance, PILT payment, safety program; raises election judge pay and sets office hours

The board approved a two-year commercial warranty and annual roof-maintenance arrangement with Advanced Roofing to maintain warranty compliance for county facilities. Commissioners noted the contract helps preserve the warranty and addresses roof debris and adjacent trees that can cause clogging.
County staff presented a PILT (Payment In Lieu of Taxes) invoice from the law firm Freyer Associates for $1,273.50 related to a land conveyance; the board approved payment from county funds after discussion about invoicing history and follow-up with the firm.
The board adopted the county’s safety-incentive program for 2026. Staff said the program adds a departmental participation drawing for each quarter to encourage broader attendance; commissioners said the program helps morale and reduces workers’ compensation claims.
Elections staff requested pay adjustments to match a Jan. 1 minimum-wage increase (from $10.55 to $10.85). The board approved increases of 30 cents across election positions (making regular judges $10.85, chiefs $11.35 and managers $11.85); staff said the increases were pre-planned in the budget.
Finally, after a public hearing with no speakers, the board adopted Resolution 2026-05 setting official county office hours at 8:00 a.m.–5:00 p.m. Monday–Friday (offices with sufficient staff may provide coverage through lunch); the sheriff’s office was designated to operate 24/7 as required by law.
