County grants preliminary approval to Elk Sky and Oler minor subdivisions with conditions

The Lincoln County Board of Commissioners granted preliminary plat approval to two minor subdivisions during the Jan. 7 meeting.
Elk Sky (four lots, near Eureka): Planning staff described the site, concluding limited impacts to agriculture and the natural environment but flagged new state requirements related to exempt wells. Staff said the Department of Natural Resources and Conservation (DNRC) now requires a Notice of Intent to appropriate groundwater (Form 602i) in some cases; the board included that form as part of the conditions. The board approved preliminary plat with 19 standard conditions covering road approaches, covenants, noxious-weed plans and water documentation.
Oler subdivision (two lots, Dicky Lake area): Staff reported the parcel is primarily former hay production and noted existing water rights along Dicky Creek; recommendations included a 50-foot buffer along the creek and that water rights be properly designated to points of diversion. Commissioners approved the two-lot preliminary plat with 19 conditions, including DEQ forms and water-rights adjustments.
In both cases staff said groundwater variability in the region may limit future development and that the conditions aim to ensure appropriate water use, access and environmental protections.
