Commissioners approve $7,800 for animal shelter conceptual designs to boost grant prospects

Lincoln County commissioners on Nov. 19 approved a $7,800 contract with Animal Arts for conceptual animal shelter schematics intended to support fundraising and grant applications.
County staff, with Miss Cooper present from the health department, said local architects lacked specialized animal-shelter experience and that Animal Arts offers the focused expertise the county needs. The deliverable is a conceptual package—exterior views, interior layouts and flow diagrams—not full stamped architectural plans, county staff said.
Why this matters: Staff said a visual representation would make grant applications more competitive and help the county raise funds or secure donated design/contracting time. The board directed invoices be coded to PILT and noted the work would be billed monthly as it proceeds.
“...we are asking for the $7,800. I think it'd be really good to have that to get grant funding,” Robin said during the presentation, describing the urgency of producing a visual plan to show potential funders and community supporters.
The consultant estimated preliminary conceptual work could be available in a month to two months, and the board approved moving forward with the Animal Arts proposal after a motion and second; an opposed vote was recorded.
