Lincoln County commissioners voted to fund the initial payment for a new computer-aided dispatch (CAD) and records-management system using PILT funds and asked the sheriff's office to identify budget sources to cover ongoing costs.
The chair moved "I'd make a motion that we pay the initial payment for the $71,130 out of PILT with an acknowledgement that the sheriff and we'll look in his budget and try and find a source to be able to repay if he can," a motion the board seconded and approved after a voice vote; one commissioner opposed, and the transcript does not record a precise roll-call tally.
County staff and the sheriff's office presented the vendor estimate: an initial installation fee of $37,115 to cover contract execution, kickoff and training, and an annual subscription of $34,151 due upon software delivery and setup completion, for a combined first-year outlay of about $71,130. Presenters estimated roughly a year for full implementation.
Commissioners and staff emphasized the county's current dispatch infrastructure is increasingly fragile: the existing battery-backup system is past end of life and has been maintained with interim fixes. Commissioners said the CAD/RMS system would support Lincoln County dispatch, local police departments and Eureka dispatch and cited the technology as essential for emergency communications.
Discussion of funding noted there was no budgeted 911 line item sufficient to cover the startup cost this year; options discussed included partial user payments, grant applications (including Stone Garden), reassigning recurring 911 hardware/IT costs, and using PILT for the initial outlay with future budget adjustments to cover subscription fees.
The chair instructed staff to ensure PILT coding is used when filing the claim. The board recessed after approving the payment and moved to the next agenda item.
