Lincoln County commissioners approved task order No. 7 on Oct. 29 authorizing Morrison‑Merrily to provide grant management, design, bidding, construction management and closeout services for rehabilitation of the Libby Airport access road.
Tyler Reid of Morrison‑Merrily presented a preliminary engineer’s estimate of about $200,000 for the construction work. Reid said the current FAA funding for the program includes a high sponsor match this cycle (reported as 95% in the packet), and that the FAA’s high funding percentage this year reduced the county sponsor match to an estimated $13,000 on a worst‑case scenario; final costs will depend on design and whether the project requires a mill overlay or full reconstruction.
Why it matters: the access road rehabilitation is in the airport capital improvement program and could be eligible for Montana Aeronautics and FAA funding; approval allows staff to sign the task order and the required record‑of‑negotiations paperwork so that grant processing can continue.
The board moved, seconded and approved the task order and signed the required documents. Staff said they will present final design and grant applications to Montana Aeronautics in January and return with final cost details once grant awards and design are complete.
