The Lincoln County commissioners on Oct. 15 granted preliminary-plat approval to Peace Ridge Acres, an amended plat of a Kettlehorn parcel that would divide a 20-acre parent tract into four lots, subject to 27 conditions designed to mitigate water, access and environmental risks.
Planning staff presented review under the seven statutory criteria used for subdivision review in Montana (agriculture, agricultural water-user facilities, local services, natural environment, water supply/wastewater, public health and safety, and conformity with the county growth policy). Staff flagged potential groundwater uncertainty and steep slopes on portions of the site; recommended conditions include limiting further subdivision without a professionally prepared hydrogeology report, labeling 30% slopes as no-build areas, constructing driveways to Lincoln County road-design standards to ensure EMS access, and demonstrating that well locations are accessible to drill rigs.
Two emailed public commenters opposed the proposal, raising concerns about additional wells tapping local aquifers, potential septic contamination of groundwater, wildlife displacement, and strain on volunteer emergency services. The applicant’s consultant, Thomas Sibson of Sam Cordy Land Surveying, said the lot layout and driveway locations shown on the preliminary plat are conceptual and may be revised to address steep slopes and access. Commissioners discussed the need for clear water-use limits and covenants to prevent piecemeal subdivision that could cumulatively stress the aquifer.
The motion to approve the preliminary plat and attach staff’s 27 conditions carried; staff will work with the applicant to ensure the conditions are incorporated into the final plat and covenants.
