Commissioners direct county attorney to explore removing trailer resident at Jane Neil’s Park

Lincoln County commissioners discussed repeated vandalism and a recent DUI at Jane Neil’s Park and addressed the county’s long-standing, informal agreement that allowed a resident to live in a trailer on park property.

Maintenance manager Joe told commissioners he could not confirm whether the trailer belonged to the county and said he would check title records and speak directly with the resident. Commissioners noted the original arrangement appeared to be a verbal handshake with a past park manager (named in discussion as Mark McCauley) and said the county should not honor undocumented agreements without review.

The board agreed on a course of action: have Joe contact the county attorney, arrange personal notice to the resident (referred to in the meeting as Mr. Black), and, if necessary, proceed with the legal process to remove the occupant. Commissioners also discussed alternatives such as formalizing a contract for property use or posting a replacement caretaker position if the board chooses to maintain on-site oversight.

No formal motion to evict was made at the meeting; commissioners directed staff to pursue legal clarification and administrative steps before any removal.
