Council committee sends $29 million SRF application for Tory Road and northwest transmission main to full council

Council members voted to send resolution 260038 to full council after staff outlined a potential $29 million State Revolving Fund application to finance two water infrastructure projects: replacement of the Tory Road booster station and repair or replacement of the northwest transmission main.
Janette Best, a staff presenter, said the application step is nonbinding and would simply place Flint in the pool of applicants for SRF consideration. “There is no risk in the first step to apply,” a city administrator’s letter read aloud at the meeting, and approval to apply “only gets you considered for the funding.” Council members pressed staff on scope, historic work and whether bids had been issued; staff said surveys and cost estimates were completed but projects had not been bid.
The Tory Road project was described as a booster pump station that dates to the 1950s and needs larger, more reliable pumps; the northwest transmission main was characterized as an aging steel main that can fail catastrophically when it ruptures. Staff said applying now preserves Flint’s opportunity to be considered for funds and that any loan or award would return for council approval before the city accepted terms.
The committee voted 7–0 to send the resolution to full council for a public hearing and final decision.
