The Fraser City Council took the following formal actions at its Feb. 12 meeting:
- Directed the city attorney to draft an ordinance to allow privacy screens on residential corner lots consistent with the planner’s recommendation (motion by Council member Baransky; second by Council member Shornack). Attorney to return draft ordinance at the next meeting.
- Rescinded Rule 7.12 (electronic/telephone communications during session) on a 4–3 roll call: Baransky — yes; Fletcher — yes; Higgins — no; Les — no; Odell — no; Perry — yes; Shornack — yes.
- Approved a proposal from Gabriel Ro ter Smith (GRS) to perform an actuarial valuation and prepare GASB 74/75 reports covering periods ending June 30, 2026–2028 (total cost $31,800; payment schedule noted in motion).
- Approved AEW’s $6,800 scope to prepare an RFQ/RFP and assist procurement for a citywide 10‑year water‑meter replacement program (city budgeted $316,000 in FY26 including $16,000 for related software).
- Approved restarting design engineering services with AEW for multiple water‑main segments (Veretta, Schoolcraft, Elo and moving Lynden Avenue forward because of multiple breaks); construction anticipated in FY27 pending budget review.
- Directed administration to prepare a draft property‑maintenance ordinance (staff to compare 2015 vs. 2024 editions and propose local amendments) and return for council consideration in April or May.
- Authorized the city manager to schedule building‑department attendance (Bob Logan or designee) at planning and zoning board meetings upon request of the board chair and manager approval, to improve on‑the‑spot technical support at hearings.
- Adopted the FY26–27 budget schedule (public hearing April 9; budget workshop April 16; consideration May 14).
Motions were recorded in council minutes; some measures (notably Rule 7.12) were decided by roll call while others passed by voice vote.
