Fraser planning commission approves alternate materials for Selena's Bar facade

The Fraser Planning Commission on March 4 approved the use of alternate facade materials for Selena's Bar, 34860 Udica Road (SP26-02), after a presentation from city staff and the project team.

Planner staff explained that the application proposes metal cladding, a metal parapet, an aluminum guardrail and metal paddle cladding on portions of the existing brick facade. Staff said the commercial general district requires commission approval when materials other than brick or stone are proposed and recommended approval contingent on submission and approval of the final paint color by the city planner and building official.

Architect Ryan Kowalsski and contractor-owner Dave Pragota described the proposed work as maintaining the existing brick while adding vertical heavy-gauge steel siding (factory finished) used on another location operated by the applicant. They said two operable, stackable vertical windows will be added on the north and west elevations and that re-roofing with matching coping is underway.

Commissioners asked several clarifying questions. Staff confirmed the review was limited to the Selena space and does not authorize changes to the rest of the multi-tenant building; other tenants would need separate approvals. Commissioners requested the applicant consider adding a bike rack as a voluntary amenity; staff said conditions must be directly related to the facade review. Commissioners also raised site concerns: lighting should comply with the zoning ordinance and not affect passersby, and commissioners noted torn asphalt in the parking area that may affect access.

A 50-foot flagpole shown on the project's materials would exceed the city's 30-foot allowance; staff said owner Anthony Mancini was aware a variance would be required and the pole was not part of the current approval.

Motion and vote: Commissioner Fina moved to approve use of the alternate materials for SP26-02 (Selena's Bar) as presented; Commissioner Zarnki supported the motion. The commission took roll call and recorded affirmative votes; the motion passed.

The approval allows the selected non-brick materials to be installed as shown, subject to staff review and final color approval. The planner noted lighting must comply with the zoning ordinance, so no separate lighting condition was required. The commission did not take action on the proposed flagpole, which would require a separate variance application.

The commission moved on to zoning ordinance matters and scheduled further review items for the next portion of the agenda.
