Fraser council approves AEW work for water‑meter replacement and restarts water‑main designs

Ashley Carpenter of AEW presented two related water infrastructure items. For the water‑meter program, she said "there are several different types and brands of water meters that are in service in the city" and many have passed their useful lives, producing underreporting and leaks. The city has budgeted $316,000 this fiscal year (meters plus $16,000 for software). AEW requested $6,800 to prepare an RFQ and assist procurement and recommended targeting larger—industrial—meters first. Council approved AEW’s scope and fee.
On water‑main replacements, AEW asked council to restart design engineering for segments previously paused for budget reasons and to add Lynden Avenue to the design list because of repeated breaks; Ashley said GIS records show about 16 logged breaks on a 950‑foot stretch of Lynden. The design scope includes televising existing storm sewer (much of it corrugated metal) and coordinating roadway resurfacing. Council approved design services with construction anticipated in fiscal year 2027 and noted the work may require a future budget amendment when detailed estimates are available.
Both votes were passed by voice vote. Staff will return with procurement documents for the meter program and preliminary design estimates for the mains before bidding.
