Eastpointe council approves audit, USPS parking lease and park fencing contract; accepts opioid settlement funds notice

The Eastpointe City Council at its Jan. 6 meeting acted on several routine business items: it received the fiscal-year 2025 audit report, approved a five-year parking lease with the U.S. Postal Service and awarded a 2026 park-fencing contract.
Finance Director Randy Blum told council the city has received opioid-settlement checks and must report to the state Attorney General’s office by Feb. 13 how much was received (back to 2023) and how much has been spent. Blum reported the city’s receipts total approximately $346,776 and said no opioid funds have yet been spent. "I just received checks and put them in the bank," Blum said, and recommended council discuss permissible uses at a future meeting.
Council approved the parking lease with USPS, which staff said raises the monthly rate from $750 to $945; the contract term presented is five years with a plan to renegotiate after that period. The council also awarded a $39,436 contract (alternate bid plus 10% contingency) to Nationwide Construction Group for 2026 park fencing improvements, describing the work as fencing Roxanna Park playground and installing an 8-foot fence at Kennedy Park.
Other actions included reappointing Randy Blum to the Recreation Authority of Roseville and East Point with a term to Jan. 1, 2029, and scheduling a March 17 joint meeting with the Planning Commission for master-plan consultant presentations. Council approved payroll and bills on a unanimous roll call noting the amount presented in the meeting. Several motions passed by roll call during the meeting.
What’s next: staff will prepare a response on opioid funds allowable uses for council consideration before the Feb. 13 deadline and will proceed with procurement and contracting steps for awarded projects.
