Eastpointe council approves contracts, planning actions and event permits in Jan. 20 session

Eastpointe ' The Eastpointe City Council on Jan. 20 approved a package of contracts, planning items and event permits in a meeting that also included public hearings and nonprofit presentations.
Key approvals and contracts
- Water-main replacement: Council awarded a $2,854,771.12 contract (including a 10% contingency and an alternate bid for directional drilling) for the 9 Mile Road and Lexington Avenue water-main replacements to Ielli Construction Company of Shelby Township. The motion passed on roll call.
- Pavement and concrete work: The council awarded Flocs Avenue concrete pavement repairs (Haas to 10 Mile) to Luigi Ferdinandi & Sons Cement Company of Roseville for $163,290.60 (including a 10% contingency); authorized the 2026 pavement striping program to PK Contracting of Troy for $252,778.35 (including 10% contingency); and approved the 2026 joint and crack sealing program with a $175,291 contract to Milimum Construction of Wixom. Each award was approved and the city manager authorized to execute documents.
- Planning and zoning: Council approved a special land use to allow a used automobile sales facility at 24700 Gratiot (parcel 02-14-231-004) and introduced two zoning-text amendments (ordinances 26-1253 and 26-1254) for first reading with second reading scheduled for Feb. 3, 2026. Ordinance 26-1253 recorded two 'no' votes (Councilmembers Scott and Baker); the first readings otherwise passed by roll call.
- Events and permits: Council approved the Eastpointe Gratiot Cruise (June 9–13, 2026) with vendor, inspection and insurance conditions, and authorized Better Life Church to host fireworks July 3, 2026 in Spindler Park under conditions limiting commercial-grade fireworks and requiring additional insurance and a safety zone. One councilmember voted against the fireworks permit.
- Reappointments and governance: Council reappointed multiple residents to library, park, beautification and ethics boards and approved payroll and bills totaling $4,196,606.19. The council also adopted a return-of-change policy for cash payments (round down for 1–2 cents, round up for 3–4 cents).
Why it matters: The infrastructure contracts represent major recurring capital work for roads and water systems, the special-land-use approval clears a planning hurdle for 24700 Gratiot, and the zoning text amendments will proceed to a second reading. Several approvals include financing and contingency authorizations that will carry into implementation.
