The Alexandria City Council voted June 2 to authorize submission of its Consolidated Annual Performance and Evaluation Report (CAPER) to HUD for the program year running May 1, 2026, to April 30, 2027.
City officials described the CAPER as the annual report that details projects and activities funded under the consolidated plan and tied to federal regulations. Administration told the council it is shifting emphasis toward owner-occupied housing and affordable homeownership opportunities. The CAPER and accompanying discussion identified a remaining $748,500 proposed for new construction efforts; the HOME-funded homeowner assistance program was described as offering up to $100,000 per qualified purchaser and up to $40,000 in CDBG-funded housing counseling and homebuyer education to improve financial readiness.
Council members asked for more detailed reporting on how the homeownership pivot will be implemented; staff said they will prepare a separate report and a frequently asked questions document for public distribution. Staff also noted past success in blight mitigation, citing that 77 homeowners voluntarily demolished substandard structures (a figure reported in the CAPER) and saying the administration expects to identify roughly 150 additional blighted properties for remediation.
The resolution to submit the CAPER to HUD passed after motions by councilmembers and without substantive amendment. Staff committed to follow up with details on the homeownership assistance program, delivery of services, and outreach plans.
