Board approves Village Hotel emergency placement contract and indigent-burial vendor list; union seeks scoring rubric

Essex County commissioners approved resolutions to add emergency hotel placement capacity and to establish a qualified list of funeral-service vendors for indigent burials.
Donald Bradley, deputy director for the Department of Citizen Services, said the county is contracting with Halsey Associates (Village Hotel) to provide emergency hotel/motel placements between Dec. 1, 2024 and Nov. 30, 2026, for an amount not to exceed $500,000. Bradley presented the measure as part of the department’s efforts to expand housing options for people experiencing homelessness.
Lisa Maddox Douglas, president of the Public Employee Supervisors Union, asked for the scoring rubric and documentation used to select the Village Hotel and requested a summary of the scoring process. Commissioners and staff agreed to provide the selection rubric and supporting documents to her office.
Alexis Blunt (Department of Citizen Services) presented resolution 6, the qualified list for funeral services for indigent burials. Blunt said the county addressed a backlog and completed 92 indigent burials and that vendors are expected to submit proper paperwork to receive payment. County staff estimated a roughly two-week turnaround for vendor payment if documentation is submitted correctly. Commissioners discussed vendor participation levels; purchasing staff said three vendors responded to the RFQ and more participation would be preferred.
Commissioners also discussed the indigent-burial unit rate. Staff said the county recently raised the payment level (previously around $3,077, now approximately $4,000) and clarified that the service covered is basic burial service rather than a full funeral package. Item 88 approved adding three vendors to the qualified list; during the meeting staff corrected an agenda typo and clarified that the total contract amount for the hotel program item in the printed agenda should read $1,000,000 (noting contract structure), but item 5 itself was presented as $500,000 for the two-year span. The board approved resolutions 5, 6 and 88 by roll call.
Public commenters asked for data on the number and cost of indigent burials from 2019–2024; staff said they would supply that information on request.
Next steps: Purchasing and Citizen Services staff to provide the Village Hotel selection rubric and the requested historical burial count and payment information to the requesting union representative.
