Laura Maddie (public works staff) said bids exceeded anticipated funding by nearly double and recommended rejecting the proposals and soliciting new bids with adjusted specs.
A council member (speaker 5) moved to reject all proposals and authorize staff to re‑solicit; another member (speaker 14) seconded. The council approved the motion by unanimous portal vote.
Staff said the project—located west of Phillips and near Eureka—includes a substantial drainage improvement with large culverts intended to reduce winter flooding; staff will revise the culvert material in the plans before rebidding.
